If I have calculated correctly this fitting should get me an angular rate of ca. 0.2 rad/s at 20 km (no overheat), which makes it a speed tank as intended.
Medium turrets have either too slow tracking speeds or too small ranges, so the big sig should not be a problem when in orbit.
My regular Ares has comparable speed/agility numbers and AFAIK I was never hit by a turret when orbiting a prey. Tracking computers don't seem to be very widespread.

You will receive an evemail from my trade alt who lives in Jita. That will be your point of contact, not Othran.
Evemail her your shopping list and she will evemail you when the contract is up. Do note that if you are buying items only available on contract then you need to link the contract. Also if the contract for the faction item is gone then the item won't be bought, I'm not searching contracts for you If that does happen then you can get back to me with another link/item for the same value.
I don't mind if you want to do this in several parts - eg grab a ship/fittings for the 8th and sort the rest later. Just remember Othran is not your point of contact, the trade alt is. Othran isn't allowed to carry 50mill as he spends it on stuff that blows up You can copy the evemail to him though as I only logon to trade alt a couple of times a week.

Firstly my understanding of Skirmisher is a forward 'combat-tackler'. Meaning he works on his own 2-3j out from the main fleet and should be able to get initial tackle with the ability to survive till the main fleet arrives. As such whichever you engage you should be able to survive for at least a minute and it could be up to 5 minutes.

Cap Stable at 73% without AB running and no repper.
AB + Repper you have 33s of cap.
The primary idea is to speed tank at 6.5-7km this would give you an angular velocity of 0.229 which will allow you to stay under the tracking of all but short range small weapons. The Tracking disruptor should be ran with a speed script. Against blaster and autocannon frigates you can swap to range script.
Due to the lower calibration of the Firetail you can't have 2 damage rigs on it, however having the Ambit extension rig will allow you to shoot out further than unbonussed autocannon ships (especially when combined with a range script).
Armour repper vs armour buffer.
If you run the armour repper for the 33s that cap will last running AB + repper you will get 580 armour points restored, this is slightly less than the extra HP that a 200mm plate will give you. You will however take more damage with a plate than the repper due to slower speed, further if you pulse the repper over a longer period that you can expect to hold the target down you will get more restored points than what the plate will give you.
Scram vs point.
I chose scram above point to shut down any MWD of a target so that your fleet lands as close to the target as possible, a cruiser moving at 1.5km/s with MWD can still put some distance between the warp-in and the time your fleet lands on grid.
Duel Prop is there to allow the speed tanking while giving the ability to close distance to engage the scram before the target warps off.
Ammo:
CN Foxfire Rockets: Thermal Damage tends to frequently be the resist hole when the obvious hole has been plugged.
Republic fleet Phased Plasma: Thermal Damage tends to frequently be the resist hole when the obvious hole has been plugged.
Barrage: Use for when you want the extra range

Caldak gave away a fair few Firetails last night.
I ended up running mine such that it finished before class. Partly because I wanted to make sure that the winner got his stuff before the first roam and partly to see who'd try to answer before class. I changed the terms of mine because it was patently unfair on people who hadn't done much PvP.
