As to your class instruction.....

8. Buy your ships - In the case of BASIC, choose one type of frigate that you think you'll enjoy for the duration of the class. Having your class frigates in different types seems like a really good idea in theory, but in practice it tends to be frustrating and annoying. Don't choose a frigate with a mining laser bonus. Don't choose a frigate with an astrometrics bonus. Don't choose an assault frigate, interceptor, or stealth frigate - they require different techniques to fly than a tech 1 frigate, and we won't be covering those techniques in this class. We usually don't use target painters in the BASIC class, so don't choose a Vigil . Once you've chosen a type of ship, buy at least two of them, three if you can afford it. Five if you're planning on making a regular habit of traveling into 0.0 or low-sec with the classes.

My question is this, Would i still be allowed to use this ship?
It is very fast with a bonus to speed yes it has target painting bonus and you don't use it in class, but it has 3 low and 3 mid slots giving many configuration options.
my other option is a Breacher but that's only due to its the same hull as the hound (latter on).

Thanks for any insight

The vigil is a very fast ship. In fleets, this would usually make it ideal for a cheap interceptor substitute.

However, for non-alumni, mwds seem to be highly discouraged; and while an ab speed fit vigil can go pretty darn fast (faster than many mwding cruisers), its speed is 1/3-1/2 that of a fleet interceptor w/ mwd. Furthermore, in basic, agony usually has interceptors that will take care of the role of a fast tackle ship that the vigil could potentially fill.

With no need for a interceptor substitute in basic, it would be logical to try and fill a dps or e-war role in the fleet. As you have said, the vigil has 3 mids, which can be used for misc e-war. However, so does the rifter in addition to a damage and tracking bonus to small projectiles. In basic, a rifter is sufficiently quick enough to get into range and apply dps / ewar before the fleet destroys most targets. Couple this with the fact that the vigil's e-war bonus is not needed in basic, it seems like the rifter fills a more needed role in a basic fleet than the vigil (this is all assuming you do not wish to cross-train to another race's frigate and that you have passable projectile weapon skills.

If you do not have projectile weapon skills (or any gunnery for that matter), and you do not wish to cross-train, the breacher fills a more needed role in the fleet. While you will be sacrificing a mid-slot, you will do much more damage than you would in a vigil with missiles.

Thank You Lorn, Somehow I skipped over that ship I will be taking a closer look. Just getting used to this race, I love the body style compared to Amarr or Caldari ships I have flown. Can't wait for the next Class (found out about this one too late to join)
